This seems to have been a typo when reporting the bug only, as it
does not show up in the git tree:

  $ GIT_PAGER= git grep -ni 'The File System Is Being'
  doc/find-maint.texi:239:* The File System Is Being Modified::
  doc/find-maint.texi:427:@node    The File System Is Being Modified
  doc/find-maint.texi:428:@section The File System Is Being Modified
