The command line programme mp32ogg I think is the quickest and easiest way to
convert from mp3 to ogg, and it's Free Software.
To do a whole directory of mp3 files, simply use a wildcard;
mp32ogg *.mp3
btw. Audacity does not do any conversion itself, it uses other libraries, so
as a programme it is rather cumbersome and superfluous for simple media file
conversions.
