Need Help Regarding smsd [make: pg_config: Command not found]

Hi All,
i hope everybody reading this email will be having best of their health, i have been trying to configure gnokii for last two weeks,
after all i have successfuly configured gnokii-0.6.20 on my RHEL, i am also a newbie to linux world, i have tested installation by running xgnokii and it successfuly sens sms
the problem is that now i have to install/make smsd but it is continiously giving me error. i am pasting you guyz the output, please help me track this error.
