Does the order matter, meaning if someone tried to run the bootstrap without first doing the administration, would the installation - fail, so that the person would have to do the administration and then redo the bootstrap, or - the bootstrap be able to complete itself, only GNUmed would not run, or would not run properly, until after the administration is completed?
