gpsd should not identify the sat as SB132 in one place and SB45 in
another.  SB132 is not a valid PRN  NMEA that I can see.  The
IS-GPS-200 shows PRN 120 to 158 for SBAS, but the mapping to NMEA is unclear.

AFAIK, only Quectel uses NMEA PRN 101 to 136.

The secret SBAS protocol is maintained the the FAA and ICAO.  WAAS, EGNOS,
MSAS, GAGAN, BDSBAS, KASS, etc. are all SBAS.  They all interoperate.  The
ICAO wanted, and got, a worldwide overlay to GPS.
