gpsd does not cache anything pas tthe current PVT fix.  A few clients
cache a bit more to prevent flashing.

That is pretty much the definition of a cold start.  Expected behavior.

No two irmware treat DGPS the same way.  Hard to say what it
means.

Do you see any change in fix quality between DGPS and3D?

Or get another receiver.
