So, configure couldn't find *any* viable shell on your box,
(not even /bin/sh, which should be fairly ubiquitous). Perhaps
/bin/sh should be the default, rather than /bin/bash, but, as I
said before, this is an issue to be taken up with the autoconf
development team, not groff's.
The apparent absence of /bin/sh suggests that you have a serious
system/user configuration defect, on your box! Perhaps, this might
also explain troff's inability to locate DESC files.
