[Groff] groff 1.20.1 in Debian, at long last

I thought this list might be interested to know that at long last I've
uploaded groff 1.20.1 to Debian unstable, so we're no longer stuck on
the dead 1.18.1 branch. I still have a niggling bit of guilt that this
regresses manual page viewing for CJK users in Debian, but at least
nowadays it's only in terms of things like line wrapping - the basic
characters are readable so I expect people will be able to get by.
Apologies to all concerned that this took so long! Ubuntu (Karmic) will
follow in due course.

(I'm still, very very slowly, working on my character class branch as
time permits ...)
