An old question (2011) on the U&L StackExchange site received answers
that seem to conclude that it's not possible to get Readline to default
to Vi normal mode:

Five years later, I asked a similar question, referring to the older
question, and got an answer that was a bit underwhelming:

I have since moved on to another shell, but would still be interested in
an answer to this (how to get Readline's Vi mode to mimic the behaviour
of KornShell in Vi mode).
