Stuck with MAKEINFO

I am stuck with creating Info files from the file:

http://gcc.gnu.org/onlinedocs/gcc-4.0.2/docs-sources.tar.gz

on the web page:

http://gcc.gnu.org/onlinedocs/

I have installed docs-sources in the following location: d:/texinfo/

I am using Windows XP / Cygwin / MinGW

I have got makeinfo installed in the following location: c:/cygwin/bin

Please tell me what directory and with what arguments I need to
execute "makeinfo" in to build the Gcc docs in "Info" format?
