The link resolves the specific issue with violation, because supplied code is AGPL, but the arguments that there was no violation are not very convincing. Can you bring some lawyers from your GNU organization to comment on that? I am just curious.

More technical question - if I want to add Gratipay button to that page - how can I test that the site works ok locally? Some kind of Dockerfile would be nice.

Are you trying to say that the web site at https://libre.fm/ is not powered by GNU FM web application? But website says the opposite. Or you're trying to say that the page https://libre.fm/donate.php is not the part of that web application even though it is linked from the same main menu as https://libre.fm/register.php which is a part of application? I don't get it.

The Libre.fm "website" vs "webapp" isn't part of the GNU FM codebase. Only code under the AGPL is subject to the AGPL -- the page in question is unrelated to the codebase.
