                  Status:               Confirmed => Ready For Test         
         Planned Release:                    None => 10.1.0 (current default)

pushed a switch to row vector output from mixed vector inputs along with BISTs
and a NEWS item to default as

didn't break any calling functions. passes make check. marking as ready for
test.
