[ShopSuite-dev] pg_config and kde-config

It would be good idea to use pg_config and kde-config in ./configure,
and only if they aren't present in $PATH, require ./configure'ing person
to write them down explicitely.

Unfortunatelly pg_config isn't working now. It's not in $PATH
(it's in /usr/lib/postgresql/bin/) on debian, so it's useless
due to dependency loop: you would have to call pg_config to call pg_config.
Bug reported, so they'll maybe move it to $PATH.

kde-config is just something I noticed by random.
I don't know what it is or how to use it.
