The problem occurs at startup: When HDF5 support is enabled, the swarm model attempts to create an "archive file" (we're not sure what that's for). The default locations it tries are `HOME/swarmArchiver.hdf` and `SWARMHOME/swarmArchiver.hdf`.
There's a System archiver and an Application archiver. The intent of the System archiver is to store attributes like those one might find in a system registry (Windows) or in RC files on Unix (e.g. .bashrc). One thing the System archiver is used for is to store Window locations, e.g. if you press `Save'.

There's nothing magic about HOME. On native Windows 7 the path it should probably use is c:\Users\USERNAME, or some subdirectory of that. However you can acquire such a path is fine. SWARMHOME is really only important for finding the Tcl/Tk support files.
