[Taler] Taler workshop at 33c3

I scheduled the Taler workshop as a 3 hour session on the 29th in
A.1 at 33c3 :

We should figure out how to advertise this event!

p.s. We'll need to make dead tree versions of the Taler manuals for
merchants from https://taler.net/merchants page, but without all the
licenses, like a third of the pages.  I think they live in the merchant
front end repository.
