[Taler] request: updated libeufin zip

For testing purposes on Alpine (3.13 in a VM), i was happily
using libeufin-0.0.1-dev.2.zip released 23-Jan-2021.  Then, we
had the hackathon, in which a libeufin component was updated,
but since then no updated package has appeared on the website
<https://taler.net/files/libeufin/>.

This message is to request that a new version of the libeufin
zip be packaged and released there, when you get a chance.
