Yes, exactly.
On the other hand, there's no point in assigning a track with stereo
clips on it to only the left or right channel of a bus, is it? But then
you could just mix the two channels of the track together (still using
the balance control to set the blend) before going to the mono channel
output. But it would also be useful with a feature to split a stereo
track to two mono tracks.

Note: Most other multitrack software lets you choose stereo or mono when
you create the track, and then that track can only hold stereo or mono
clips. I think that would make it easier in a lot of ways?

Indeed, it would make it more clear. Perhaps even do it like this:
Instead of left/right/both, have a mono/stereo switch, and update the
list so that in stereo mode it reads:
- Channel 1/2
- Channel 3/4
and in mono mode:
- Channel 1
- Channel 2
- Channel 3
- Channel 4
