CVS Bison tends to run on the bleeding edge right now, so you need to
upgrade to gettext 0.11.5, Automake 1.7.1, and Autoconf 2.54.  You can
get the source code of these distributions from:

ftp://ftp.gnu.org/gnu/autoconf/autoconf-2.54.tar.gz
ftp://ftp.gnu.org/gnu/automake/automake-1.7.1.tar.gz
ftp://ftp.gnu.org/gnu/gettext/gettext-0.11.5.tar.gz

If you've bootstrapped correctly, jm_AC_TYPE_UINTMAX_T is defined by
m4/uintmax_t.m4, and AM_GNU_GETTEXT and AM_GNU_GETTEXT_VERSION are
defined by m4/gettext.m4.  Both .m4 files should be identical to the
files of the same name in the gettext 0.11.5 distribution.
