Electric should be able to read EDIF schematics with multiple levels of 
hierarchy.  However, EDIF is fairly complex and there may be EDIF files 
that Electric cannot read.

As it turns out, a new release of Electric (version 6.08) will be posted in 
less than a day.  You can try this new version, and if the same behavior is 
occuring, let me know and we can explore it in greater detail.
