That's not true any longer.  The KDE and Gnome help systems introduced
a URI man:command(1) that integrates man pages into the internet 
browsers.  groff could extend and implement this by tuning the linking
in grohtml.  Moreover, a formal application to establish this by W3C
would be great.

The reverse parser rman tried to retrieve man page references within
man pages if these kept to man(7).  tkman uses this very effectively,
test it.  Unfortunately, due to dull licenses, both packages are not 
considered free.  So groff should not try to stay compatible to rman.
