I'm adding a filter for big5 etc. character sets.  I'm sorry for the 
annoyance.

Next week I should be more free and I could think about an "automatic 
moderator" based on the procmail rules I have on gnu.org for spam 
filtering.  And also about getting 2.2 out of the door.
