Remember that full-measure rests, for measures of any length, traditionally  
use the rest symbol that hangs from a staff-line.  For example, in { \time  
2/4 R2 R2 } each R2 is a centered rest that hangs from the staff-line.

In the bug report above, LilyPond split  R1 => R2 R2  when the measure was  
split across lines, which would be appropriate if we considered the split  
measures to be two measures in 2/4 time.

Maybe  R1 => r2 r2  would be more appropriate in this case, but it is a  
very special case.
