I think that your figure, including caption, does not fit into that page
due to its height. You can find this out by surrounding your figure with a
box, i.e.
@Box @Figure
@Caption{Schematic of Cable System}
{1.3, 1.0} @Scale @IncludeGraphic cable.eps
