Indended paragraphs

A question from a lout novice:

Is there a simple way (i.e. not having to create a totally new
macro package by yourself) to make paragraphs indented 
compared to headings (or headings outdented compared to paragraphs)? 
Like drop items in tagged lists or Unix man pages. I'm somewhat confused 
of the fact that the User's Guide doesn't discuss this.

An example of what I'd like to do:

1. Lout         Blah blah blah blah. Because the heading was
                shorter than the indent space (plus some gap), 
                this paragraph begins from the same line.

                Another paragraph under the same heading.
                
1.2. Mary had a little lamb

                Because the header didn't fit in the indent space,
                this paragraph begins from a new line and there is 
                one blank line between the heading and this text.

Finnish formal document layout style (for business and official
letters, meeting records, etc.) requires this. It may be a relic from
the typerwriter era, but still it would be nice if Lout supported
it. Also, a bit different style (paragraphs indended but not so
much and never on the same line with headings) seem to be quite common
in the US too. Maybe there should be distinct margin settings for
different level section headings and for the normal text -- or maybe
there is but I'm just clueless.

I am a happy user of Lout version 3.09. Thanks for any advice.
