Yes, I added the date in shortly after that discussion with Richard
Stallman.  He stated that a date and owner was necessary for it to have
any force.  The issues were never fully addressed, and Fote said he didn't
feel that any one person or group could lay claim to the copyright (much
like the current discussion).  I added the date because I didn't think
that would cause too much trouble, and it was one of the things that COULD
be easily addressed. 

Well, like you I was unable to locate the discussion with Richard himself,
but I DID locate one article that discusses the issues:

BTW, the links in the help pages take you to
http://www.flora.org/lynx-dev/html/ which doesn't give you access to the
old archives.  We either need a link taking you back to the parent page
(drop the html/) or change the link in the help pages.  I used the 'G'
function to edit the current URL. :)
