  I am using lynx version 2.42.  How may I change the startfile from the
  default startfile implemented by my internet provider.
  
You can do this by placing a copy of the lynx.cfg file in your home
directory and modifying the STARTFILE designation in that file.

For more information read the comments in lynx.cfg itself.  Find 
"lynx.cfg" in http://www.access.digex.net/~asgilman/lynx/FAQ if you
can't find the lynx.cfg on your system.
