yup, i grew up over there & some people are VERY slow ...
maybe others will try to enlighten your sysadmin,
but you don't have to be dependent on him.
you can grab & compile your very own Lynx in your own directories (i do):
goto lynx.browser.org for details & come back here for help if necessary.
it's available for UNIX, VMS, Win32.

not as far as i know, but there are others here who might know more.

2-1 dates from the time of the previous Labour government (smile):
we're now upto 2-7-1, which came out around 970301.
