Since 2.7.1, ENCTYPE="multipart/form-data" has been handled.
That should not be the problem.  See the CHANGES record where I
cited it earlier in the thread.  I was even able to submit the
page you referred us to with 2.7 (could be a patched 2.7 -- I
didn't compile it).
