lynx-dev duplicate code in LYPrint.c

In LYPrint.c, the function print_options(), the line:
LYforce_no_cache = TRUE;
exists twice, and there are nothing but output going on between them.
Should one be removed just in case, sometime in the future, the concept
surrounding the variable gets changed and we forget to catch the code
change in 2 locations?
