It is my opinion that the two interpretations of the way to handle internal
links are incompatible and that one should go.  FM's implementation seems
the more thoroughly researched, and the more up-to-date.  Also, since the
code set is very heavily reliant on the so-called Fote Mods, it would make
sense to use FM's code because I'm sure he has thought out the ramifications
throughout the entire code set.
