No, that was a side effect of first SKY great change,
it was for both print and download menu, and I fix it for print menu later.

It was my intention. I think this looks rather strange for
Novice user, anonymous account and all those who have a limited
access (huge majority). I think this note should come from
help files. Also, LYNX_CFG_FILE guves really incorrect info on DOS/Win32
e.g. those who do not use autoconf for some reason.
This is a discussion question, probably we should come back
to old-style menus from lynx 2.4/2.5/...
