981005 i reported:  
> (1) 2-8pre.2 saves the rc file on top of an existing rc file; 
> (2) 2-8-1pre.6 saves the rc file if there isn't one already there; 
> (3) 2-8-1pre.6 refuses to save the rc file if it already exists.

i just tested the  3  cases again with the old Options Menu active each time.
the same behaviour occurs & it HAS to be a change in Lynx,
since 2-8pre.2 is ok & 2-8-1pre.6 isn't, both using the Menu (not Form)
a few minutes apart on the same UNIX system (IRIX 5.3).
i set Trace On before `o' & Trace Off after the (attempted) save:
