the latest Lynx is 2-8-1 from  www.slcc.edu/lynx/release :
2-8 is  c 1 year  out-of-date; that probably isn't your problem,
but in practice Lynx volunteers support only the latest version.

AFAIK this hasn't been mentioned to lynx-dev before.
can you use other browsers to get to remote sites?

of course, that needs another slash:  http://www.upenn.edu/ ;
Lynx won't start if it can't find the start file,
so check you have something accessible in  lynx.cfg .
 
try those  2  suggestions & maybe someone else here can help further,
but the problem may be in your system & communications, not Lynx.
