that is a warning that document is in shift_jis (via HTTP or META header)
but lynx display charset is not configured for Japanese.
There is no provision in Lynx to check whether the document has only 7bit
or not so the warning may be redundant: the technical problem
is that HTTP/META charset issued before the document come :)
