lynx-dev is indeed the place to seek help about Lynx, incl your problem:
we are all volunteers, so try to give a sensible Subject to attract replies.

there is apparently an on-going problem with l.b.o.,
so you might try altering the start-page to something else,
esp a local file using  file://localhost/YOUR/PATH/AND/FILE ;
i don't know how far you have access to  lynx.cfg .
