implement some sort of web-services instead, but since we decided

I agree. The module should be optional (possibility to disable SNMP support during compilation - SNMP is based on ASN.1 => it will require either proprietary encoder/decoder or library).

I think good starting point is http://www.SNMPLink.org/ . It contains links to SNMP as well as ASN.1 documents, which are important for it very much. Next place http://www.net-snmp.org/ (most common opensource implementation - formerly ucd-snmp).
