Follow-up Comment #7, bug #56151 (project octave):

i see octave.org/doc/v5.1.0/Command-Line-Editing.html#Command-Line-Editing but
that is not discoverable.  perhaps print that link to the command window if
you can tell user is stuck -- like hitting up/down arrow or esc when those
won't do anything.

and for the readline-ignorant such as myself, default to settings that work
like matlab (locally) if .inputrc etc haven't been customized.
