Yup.  Although the "portable binary idea" is still pretty vague at the
moment.

But that aside: I think ifdefs internal to code in Pika are fine (so
you can build Pika as "ascii only" for example).  What you're
suggesting sounds like reasons to not have them in the FFI used by
code outside of Pika itself.
