This is an intentional configuration. Is this a problem for you? The full rationale for that configuration is lost in time however the comment with it is: SSH on port 443 to "overcome criminally braindead ISPs or servers" I myself have run across several braindead ISPs that block port 22. Allowing ssh on port 443 is a common workaround. I do not know how many people need this for access to the vcs system.
