I don't think anyone was previously aware of the recent changes to
INSTALL as RunningSavaneLocally has been widely discussed.

I will read the INSTALL file and will walk through the process and see
how it goes.

It's a self-obvious statement. We need to be able to make changes,
test changes, and deploy changes. Those actions are concrete.
