I finally built PIL from the contents of a SRPM, but with a modified spec
file that copied PIL's .h files to /usr/include/python2.3/.
I haven't tried skencil 0.7 yet, but I can build 0.6.16 now. Now I'm
side-tracked with a font problem with 0.6.16. See next message.
