Details:
Currently Skencil has one "global" tool managed by the context. For
temporary tools and perhaps in general, it may be better to manage the tools
on a per-editor basis, so that different editors may have different tools.
This patch make the necessary changes. It's a relatively quick hack to get
it running so there may be some bugs left. Also missing are suitable test
cases.
