Something I found out sometime ago, when searching a keyserver by key ID, it
doesn't seem to work without the leading 0x.  It's become ingrained that I
automatically add 0x in front of any key ID.

The key you mention in the link added just fine to one of my offline servers.
SKS servers return the message

        Key block added to key server database. New public keys added:
        1 key(s) added successfully.

when a keyblock is successfully added. gpg should return this as HTML. If you
are not receiving the message, preface your key ID with 0x.
