The "cvs watchers" is telling that user "igrar" has made a
"cvs watch on" that makes files read-only unless "cvs edit"
is used first on the file which is going to be edited.

It hasn't been the common practise to force other webmasters and
translators to use "cvs edit" on the webcvs.
Please, what do the webmasters think about that?
