I've changed my mind.  As the tool bar is runs commands, I put it in
(info "(auctex)Running TeX and friends"):

|    If you are using the tool bar, AUCTeX provides a special tool bar for
| LaTeX which offers icons for the most important commands.  You can
| customize some tool bar features with `M-x customize-group RET
