RefTeX is part of Emacs AFAICS. So we should be fine with that as long
as code is contributed with the understanding that it is intended for
But yes, a joint Emacs+AUCTeX assignment might be more prudent since
AUCTeX, as opposed to RefTeX, will stay separate for quite some time and
people might contribute to both RefTeX and AUCTeX, conceivably.
This is, of course, a tiresome mess. But nothing compared to the mess
we have at our hands with regard to AUCTeX proper.
