Follow-up Comment #3, bug #34518 (project avrdude):
After looking into that function, I cannot figure out the
purpose of `offsetaddr' either, and would suggest removing
it.
Anyway, David must have had _something_ in mind when
writing this, so maybe he can explain that, and possibly
also show us an example file where this code is needed or
useful for.
