The Raspbian GPIO timing issue has been known for quite a while and discussed at: https://github.com/raspberrypi/linux/issues/553 I believe this affects Raspbian only. I use Fedora 22 on the Raspberry Pi 2, and Fedora has not changed the customary GPIO semantics. Pidora (on older Rapsberry Pi boards) also has normal GPIO semantics. I have no direct experience with the Ubuntu variants.
