It's not. The automake and aclocal scripts, which you are about
to build, do need a recent version of autoconf in order to run.
It's a prerequisite.

You cannot install automake if autoconf is missing either.

That's right. But automake need autoconf later when you run it,
so we check that prerequisite at configure-time.
