[Bug swing/23529] New: JSlider ignores mouse-clicks

At the moment, JSlider *does* react to mouse-dragging of the slider's thumb,
but mouse-clicks on the slider arrows (UNIT_INCREMENT) and the region between
thumb and arrows (BLOCK_INCREMENT) are ignored.

The GUI correctly indicates the "block-increment" mouse-clicks by highlighting 
the clicked area, but the slider does not react.

I did not investigate the reasons: possibly UNIT/BLOCK increment are zero?

See attached testcase for a minimal example...
